		<description>As long as travel speeds are maintained for transit and carpools, selling excess capacity at market rate to subsidize transit has merit.  However, selling the construction of more freeway lanes as &quot;green&quot; is a lie that anyone can see through.  

If the MTC was serious about reducing vehicle miles traveled, like it claims, than it would be politically feasible to convert existing lanes into express lanes.</description>
