		<description>Expensive land makes it harder for a developer to build a finacially successful building, not easier.  That&#039;s why most new housing is in cheap, natural areas and farms outside of town.  And if there&#039;s a public investment, the city has more control over the final product--like affordable homes instead of luxury.</description>

		<description>Exactly what is the difference between a TOD &quot;grant&quot; and taxpayer giveaway to politically-connected developer? Land around BART stations and other transit nodes is highly valuable -- there should be no need for government to subsidize development there.</description>
