A Chamber of Commerce poll earlier this year found little support for congestion pricing in San Francisco.

I think that John Murphy decoded this poll pretty well. People are most likely to "support" the kinds of tolls and taxes that they don't think they themselves will have to pay. This is why a patently stupid idea like increasing public transit fares to pay for "expanding highway capacity" gets more support than increasing the gasoline tax.

All that this poll demonstrates is that people are pretty selfish.

A lot of respondents think "I have to buy gas but I won't use the HOT lanes, so if we go to congestion pricing someone else pays, not me". Of course, once implemented (assuming the HOT lane was a conversion of an existing lane) then all hell would break loose as those who don't want to pay for the HOT lane complain about the congestion.

Hmm... I suspect HNTB stands to make a lot of money installing tolling equipment and building the new HOT lanes, while a simple gas tax would cost nothing to implement (therefore no revenue for them) and reduce future construction needs.
