The best chances for making changes are in Years 03-05 where projects are more likely to not already be fully planned and contracted. All the better to work with DPW and other city staff to implement Complete Streets treatments and incorporate grassroots input. See the Five Year Plan at sfdpw.org and search "five year paving plan."
