I don't know that that's stupid rather than just insisting a federally subsidized method of transportation allow citizens the ability to move their property conveniently. If anything, the stupidity is that there is (apparently) no way in the bill given to fund Amtrak upgrading their systems to securely keep track of baggage with guns (as the airlines already have).
