Traffic enforcement should never be for revenue generation, but be revenue neutral.

Actually, Dan, it's not a good way of increasing long-term revenue. It's a great way of changing behaviour, but once everyone figures out that these laws will be enforced, they'll stop endangering the safety of pedestrians... and ticket revenue will go down as a result. This is why red light cameras don't work well as a revenue stream. Unless you adjust the timing of the lights to create unsafe conditions, drivers notice the cameras and tend to stop running reds.

I think that stepping up traffic enforcement is something that is long overdue, but to rely on it for long-term income is a mistake.

If the City is looking for a way to increase revenue this is a much more beneficial & well-intentioned way of doing so as opposed to increasing parking meter hours. In theory this will make the streets safer & help close the deficit. I say go for it! There are few things more annoying and dangerous than having cars squeeze in between you and the available space in the cross walk.
