    They are aware that parking is still free during the evenings and weekends, right? I guess even free isn’t cheap these days.

    What has John Avalos ever done for his home district, the Excelsior? It is a constant hazard for pedestrians and bicyclists. Mission Street is choked with pollution and fast food restaurants. I will not vote for him.

    Demand-based charging would imply free parking in areas and at times where there is surplus capacity. Just as it would imply $18 per hour in peak area’s at peak times. It cuts both ways. If an area has no meters, that implies excess capacity, so SFPark would compute a zero cost anyway.
