    At this point, wouldn’t it be cheaper for MUNI to hire extra drivers to sit around and read the paper 30 hours a week and then pick up routes when needed, rather than paying existing drivers overtime when there’s a shortage? I’ve been watching this story for years and I thought I understood it, but this year’s overtime numbers make no sense.
