With the debate about parking meter rates and hours raging on both sides of the Bay, Streetsblog called UCLA Professor Donald Shoup, author of The High Cost of Free Parking and arguably the world's foremost parking expert, and asked him his opinion on the new San Francisco MTA parking meter study, which was released on Tuesday and calls for increasing meter hours in commercial districts where parking occupancy rises above 85 percent and where businesses are open late on weekdays and on Sundays.

Streetlights are an enormous part of any city's energy consumption and cities that wish to cut down on their emissions and their energy bills are getting in line to convert their older street lamps to LED technology. According to Clinton Climate Initiative (CCI) and Department of Energy (DOE) data, street lighting costs are one of the biggest components of a city’s utility bill, accounting for 10 percent to 38 percent of the total. With nearly 35 million street lights in the United States, about 1 percent of all electricity is used by street lighting systems.

The Congress for the New Urbanism will meet in Portland, Oregon, in early November for the annual Project for Transportation Reform, a summit to further define and clarify emerging urban transportation policies that embrace entire networks, rather than interdependent transportation segments, and that seek to balance modal transportation splits and reduce overall vehicular miles traveled (VMT).

Transit advocates, community groups, and faith-based environmental justice organizations made another plea to Oakland and regional policy makers to kill the half a billion dollar Oakland Airport Connector (OAC) with a resolution sponsored by Oakland City Council members Nancy Nadel and Rebecca Kaplan at their monthly meeting last night. Citing a significantly more expensive project from the $130 million dollar proposal supported by voters in 2000 without intermediate stops along Hegenberger Boulevard and with fares three times those originally promised, the groups argued in vain that the council should not support the existing proposal but should seek a surface Bus Rapid Transit option at one-fifth the cost.

During another raucous staging of political parking theater at last night's Oakland City Council meeting, where more than 90 speakers often shouted their opinions on the city's parking policy, the council reversed its position from July, scaling back the 8 pm evening time limit until 6 pm and assenting to a dynamic, citywide parking study. To make up the approximately $1 million in lost parking revenue, the council will look to new advertising deals, including nearly $500,000 in billboard revenue from Clear Channel. Only Councilmember Nancy Nadel of Downtown and West Oakland voted against the roll-back.

The American Public Transportation Association (APTA) announced its newly elected executive committee today at its annual meeting in Orlando, Florida, and Bay Area transit bosses will be taking prominent roles that could influence the nation's transit priorities. San Mateo County Transit District (SamTrans) General Manager and CEO Michael J. Scanlon is the new Vice Chair and San Francisco MTA Executive Director Nat Ford is the new Secretary/Treasurer. APTA's new Chair is Mattie C. Carter, Commissioner of the Memphis Area Transit Authority.

The kerfuffle continues to intensify over the draft study the MTA recently completed on extending parking meter hours in commercial districts around the city, a study which, as we first reported last Friday, the Mayor doesn't want MTA Chief Nat Ford to broadcast too loudly.
