The past couple of years have been bittersweet for American transit riders. While the Obama administration's TIGER grant program and livability initiatives have spurred investments in new streetcar and bus projects, service cuts and fare hikes have been the order of the day in cities large and small, as transit agencies cope with shrinking revenues brought on by the recession. It can be frustrating for transit users to witness the construction of expensive new facilities while they’re paying more for less service.

Those looking for hope in this era of transit service cuts took heart from the words of William Millar, President of the American Public Transportation Association (APTA), at Rail~volution yesterday. In his keynote speech, Millar reasons to hope for a better future -- despite the fact that 84 percent of APTA members were cutting service, raising fares, laying off personnel, or delaying projects this year due to budget cuts.

Rail~volution is underway in Portland, Oregon, bringing together more than 1,000 city planners, engineers, transit advocates, bike policy experts, and elected officials to strategize about making cities and towns better for transit, walking, and biking.

The Reclaiming Vacant Properties Conference wrapped up in Cleveland on Friday. It brought hundreds of people together to strategize a way out of the state of abandonment so many urban areas are in.

Planners in 45 regions in 27 states have a little more to work in their efforts to shape sustainable growth.

When President Obama announced his push for a long-term transportation bill on Monday, he introduced a report by his Council of Economic Advisors and the Treasury Department analyzing the economic impact of infrastructure investment [PDF]. At face value, the numbers in the president's plan might not look so impressive. It calls for rebuilding 150,000 miles of roads, laying and maintaining 4,000 miles of railways, and the restoration of 150 miles of airport runways.

On Labor Day, President Barack Obama gave a speech in which he pushed for the creation of a National Infrastructure Bank. Legislation that would establish the bank was introduced over the summer in Senate Bill 1926, authored by Chris Dodd of Connecticut and Chuck Hagel of Nebraska. But the idea of an independent financing entity for large infrastructure projects originated in Europe. The European Investment Bank (EIB) was created in 1958 as part of the Treaty of Rome, which started Europe on the path towards economic integration.

Knoxville Mayor Bill Haslam is a biking mayor. He shows up almost every year to Bike to Work Day. The small-government Republican has allocated $20,000 for bike improvements.

In Pittsburgh, elderly para-transit riders get automated phone calls with the precise arrival time of their vehicle. Bus priority lanes and preferential traffic signals in the Twin Cities are improving on-time service. Here in Washington, DC, stored value on SmartTrip cards pays for Metro parking, train and bus, and it can sync with pre-tax employee transit benefits. In San Francisco, dynamic pricing varies parking rates based on supply and demand, reducing traffic and helping people find available parking spaces.

Last week I mentioned I was about to take Amtrak from DC to New York. Well, it cost over $200 (and there was nothing particularly "high speed" about that rail experience).
