When the State Transit Assistance (STA) fund was zeroed out to pass the budget a couple of months ago, the already dire situation for transit operators in California became much worse.  In the Bay Area, AC Transit raised fares, the MTA has been considering budget cuts and fare hikes, and BART will likely do the same if its board can get to the discussion at the next meeting. 

At its monthly board meeting today, BART staff will present a number of options for closing its budget deficit, including a proposal to extend parking fees to stations that don't already have them.  BART General Manager Dorothy Dugger will present the board with a preliminary operating budget for FY 2010, which will have a $23 million deficit.  BART staff anticipate a four-year operating deficit of nearly $250 million, though policies enacted this year could lower that number to $139 million.

Environmentally-conscious citizens of India aren't alone in their concern about the rollout of the Tata Nano, the "world's cheapest car." But in an op-ed piece for Forbes, Projjal Dutta, the director of sustainability initiatives for the New York City Metropolitan Transportation Authority, writes that American critics should look to their own example if they expect developing nations to follow a more sustainable path.

When USDOT Secretary Ray LaHood last month suggested that the country should consider replacing the gas tax with a tax on vehicle miles traveled (VMT) to compensate for the dwindling Highway Trust Fund, which is primarily supported from gas taxes, the White House immediately rebuffed him, assuring the public and angry editorial boards that Obama had no such priority.  With a sluggish economy and greater fuel efficiency in new vehicles, a VMT tax would replenish the Highway Trust, though it would also allow planners and policy makers to develop solutions for reducing greenhouse gas emissions through better land use policies.

The news coming out of Washington last week jacked up expectations for national transportation policy to new heights. Cabinet members Ray LaHood and Shaun Donovan announced a partnership to connect transportation and housing policy, branded as the "Sustainable Communities Initiative." The second-in-command at DOT, Vice Admiral Thomas Barrett, told a New York audience that "building communities" is a top priority at his agency.

It's a good day to talk about the costs of car ownership on individuals and families and the need to integrate transportation and land use planning regionally.

Although this is only tangentially related to our coverage of transit and livable streets in the Bay Area (Oakland Airport Connector is as good as I can get), artist Aaron Koblin has created a remarkable series of visuals and animation that show the flight patterns of U.S. airplanes over a twenty-four hour period.

Last week, State Senator Alan Lowenthal (D-Long Beach) introduced legislation that takes aim at how California's municipalities think about parking and parking requirements.  What SB 518 (PDF) is missing in co-sponsors it makes up for in chutzpah.  If enacted, the legislation would require that every municipality in the state earn at least "20 points" in parking reforms.  These reforms range from eliminating a city's parking requirement for development, which is worth 20 points to requiring that employers offer transit passes en lieu of parking worth only 2 points.

Far be it from us to take political sides on Livable Streets issues--you don't have to be a donkey or an elephant to appreciate pedestrian safety, traffic calming, and quality public space--but why is it that two of the best columns connecting transportation policy reform, land use, and energy independence have come from conservative pundits?
