So, BART issued its April report today. Weekday entries at Fremont + Warm Springs were 9902 compared with 9488 for Fremont alone in April 2016. Warm Springs weekday entries in April 2017 were 2490. These numbers are consistent with the theory that Warm Springs is cannibalizing Fremont rather than expanding the system.
