    “Portola Valley to Widen Shoulder for Cyclists” – This road modification benefits drivers at least as much as bicyclists. Once completed, motorists won’t need to change lanes to pass a bicyclist taking the narrow lane.

    Mitigations like this aren’t implemented to expand options for bicyclists. Instead they are a remedy for a road deficiency that needs to be corrected anyways.
