Gov. Brown Denies Cyclists “3,” But Signs Two Bills Boosting Bike Lanes
For the second year in a row, California Governor Jerry Brown issued a last-minute veto of legislation mandating a minimum three-foot distance for motor vehicles to pass cyclists. However, two other bills making it easier for cities to implement bike lanes got the governor's signature, albeit in watered-down form: AB 2245, which exempts bike lanes from excessive review under the California Environmental Quality Act (CEQA), and AB 819, which establishes a Caltrans experimentation process for adopting currently non-standard innovative bike lane designs, like physically protected bike lanes.

San Francisco’s State of Cycling: Is It Falling Behind?
The SF Municipal Transportation Agency released its four-year State of Cycling Report [PDF] this week. While the findings in the report may not be new to those keeping an eye on the growth of bicycling in San Francisco -- which has jumped 71 percent from 2006 to 2011 -- bike advocates say it highlights the city's faltering plans to roll out bike infrastructure in comparison to other cities.

New State Bill Would Streamline CEQA Reviews for Bike Lanes
More good bike news from the California legislature this week: The extensive and costly environmental reviews required for on-street bike lanes would be streamlined under a bill approved unanimously by the State Assembly on Monday. The bill, AB 2245, would relieve planners of needing to conduct environmental impact reports (EIRs) for bike lane projects, which are required under the California Environmental Quality Act (CEQA). The bill is expected to be signed into law by Governor Jerry Brown next month.

San Jose Sets Out to Build the Bay Area’s Most Bike-Friendly Downtown
San Jose -- which wants its central district to become the urban center of Silicon Valley -- hopes to build the Bay Area's most bike-friendly downtown, where pedaling to work, school or the farmers market is "safe, convenient and commonplace" for people of all ages. The vision includes Long Beach-inspired bicycle-friendly business districts, where merchants would wholeheartedly embrace bike-riding shoppers and diners.

Contra-Flow Bike Lane May Finally Come to Polk Street Next Summer
A long-awaited bicycle connection linking Market Street to northbound Polk Street is on the horizon. The two southernmost blocks of Polk, which currently only allow southbound traffic, could get a protected contra-flow bike lane by this time next year.
