What is the Early Action Program?
The Early Action Program represents the first five years of investments included in the 30-year long-range San Francisco Transportation Plan (SFTP), and will include funding for transportation improvements in every part of the city from 2014-2019. Funding in the Early Action Program will advance SFTP investment priorities including:
- State of good repair (e.g. roadway re-surfacing, new Muni vehicles to replace old ones);
- Complete streets (e.g. setting aside funds to add complete streets elements to paving projects);
- Community partnerships (e.g. through community-wide Transportation Demand Management pilots); and
- System efficiency/enhancement projects such as Geary and Geneva Bus Rapid Transit.
SAMPLE EARLY ACTION PROGRAM PROJECTS, BY SUPERVISORIAL DISTRICT [CLICK IMAGE TO ENLARGE]The Early Action Program can also support the SFTP’s call for addressingequity issues and improving mobility in neighborhoods citywide. One barrier to making improvements to equity can be the lack of community-based and technically vetted transportation plans, to identify top needs and projects. To overcome this barrier, we have proposed that the Early Action Program include a Neighborhood Transportation Improvement Program to provide planning and project development resources for each district to aid Communities of Concern and other neighborhoods with high unmet needs but no or weak pipelines of projects to undertake neighborhood transportation planning studies and strengthen grant-ready project pipelines. We are working with project sponsors and Board members to refine a list of these proposed neighborhood projects.
